    If I mail a card to my neighbor 50 ft away it must go from our post office 2 miles away to a transfer post office 80 miles away then back to our town to be delivered. About 170 miles away.

    I thought this was decided in the Civil War- State cannot make their own laws which overrule Federal Law. When the Southern States wanted to make slavery legal the Federal Government had to intervene.
