A safety net once thought to last for years may now unravel sooner than expected.

A federal program created to help those fleeing homelessness and domestic violence is running out of funding far earlier than planned.

Without immediate action, tens of thousands of Americans could find themselves on the brink of eviction—with nowhere else to turn.



The Emergency Housing Vouchers (EHV) program was launched in 2021 under the American Rescue Plan Act and aimed to support individuals and families facing homelessness, domestic violence, or human trafficking.

The $5 billion initiative was expected to support recipients through the end of the decade.

But that timeline is now in jeopardy. The Department of Housing and Urban Development recently warned groups distributing the funds that the money will likely run out by the end of next year.

With rent prices soaring nationwide, the funds have been depleted much faster than expected.

One recipient of the program, Daniris Espinal, shared how the voucher helped her escape domestic abuse and rebuild her life with her daughters in a safe, three-bedroom apartment.

She had fled a marriage marked by control and emotional abuse—leaving her without income, in debt, and with two children to support.

The voucher covered her monthly rent of over $3,000.

It wasn’t just about a roof over her head—it gave her a sense of worth and a chance to start over.

But now, with the program’s future in question, she's saving whatever she can in case she loses it.

“That’s my fear,” she said, “losing control of everything that I’ve worked so hard for.”

HUD has urged local administrators to prepare for the worst, advising that “no additional funding from HUD will be forthcoming.”

That leaves the fate of the program—and its recipients—in the hands of Congress.



Representative Maxine Waters is calling for an additional $8 billion to keep the program going.

But political tensions and calls to reduce federal spending may stand in the way.

Advocates lobbying for the extension say the effort is facing steep resistance, particularly in budget negotiations.

Analysts warn this could be one of the largest single losses of rental assistance in recent history.

Without intervention, people who finally found safety and stability could end up back in shelters—or worse, back in dangerous situations they once escaped.

As housing costs continue to rise, many of those relying on these vouchers have no other options.

Children, seniors, and veterans are among those most at risk if the funding disappears.
