Half a million dropped from healthcare–Are you one of them? Protect yourself from this major system shake-up!

A seismic shift in healthcare coverage has left nearly half a million residents grappling with the reality of losing their public health insurance.

As this city navigates the post-pandemic landscape, the expiration of COVID-related healthcare safeguards has led to a significant drop in Medicaid and Children's Health Insurance Program (CHIP) enrollment.

Here at The GrayVine, we understand the importance of staying informed about changes that could impact your health and wellbeing. Let's delve into what this means for you and how you can stay protected.

Between March 2023 and October 2024, New Jersey saw a decrease in Medicaid and Children’s Health Insurance Program (CHIP) enrollment, according to the Kaiser Family Foundation (KFF).

This translates to a staggering 486,135 individuals who have been removed from the healthcare rolls, dropping from over 2.2 million to just under 1.8 million.

The 22% decline is more pronounced than the national average of 16%, sparking concerns about the state's healthcare system's resilience and the future of its residents' health coverage.

The disenrollment rate in New Jersey stands at 39%, which is higher than the national average of 31 percent.

This figure is particularly troubling as it suggests that many individuals did not lose coverage due to ineligibility but rather due to confusion about the post-COVID changes, inadequate state communication, and procedural barriers.

Due to these issues, many have been prevented from renewing their coverage, leading to an unwarranted loss of healthcare benefits.

The decline in coverage is a direct result of the nationwide “unwinding” process that began after the COVID national health emergency ended.

During the pandemic, The Families First Coronavirus Response Act included a provision for “continuous enrollment” in Medicaid and CHIP, which halted eligibility redeterminations and coverage withdrawals. This pause lasted until March 2023, resulting in a 13 million increase in public healthcare recipients across the US.

However, once continuous enrollment ended, many individuals were left in the dark about how the unwinding process would affect them. KFF's research highlighted significant delays, administrative errors, and procedural hurdles that contributed to many individuals failing to complete their redeterminations on time.

In an attempt to mitigate the impact, New Jersey extended the special enrollment period for those who lost coverage, facilitating their transition to the health insurance marketplace.

Despite these efforts, the Center on Budget and Policy Priorities found that New Jersey's ex parte or auto-renewal rate was under 20 percent, one of the lowest in the nation.

As of October 2024, the number of individuals covered by Medicaid and CHIP in New Jersey showed a 3% increase compared to pre-pandemic levels, but this is still below the national average increase of 11%.

The procedural issues leading to disenrollment have not gone unnoticed. Advocacy groups like New Jersey Citizen Action have expressed concern over the termination of coverage for processing reasons, highlighting the need for a more compassionate and efficient system.

With KFF announcing that the unwinding process has largely concluded and that it will no longer update its disenrollment tallies, it's crucial for New Jersey residents to stay vigilant about their healthcare coverage.
