It further stated: “A thorough and in-depth investigation into the origins of the virus should be conducted in the United States. The United States should respond to the reasonable concern of the international community, and give a responsible answer to the world.”
The document also claimed that “substantial evidence suggested the COVID-19 might have emerged in the United States earlier than its officially-claimed timeline, and earlier than the outbreak in China.”
US intelligence agencies, including the CIA and FBI, continue to support the theory that the Wuhan lab was the likely source of the virus, a view that was once dismissed as a conspiracy theory.

The document further claims that the virus may have originated in the US, referencing a series of respiratory illness outbreaks between May and October 2019, which Chinese officials suggest were early, unrecognized COVID-19 cases.
However, these claims remain unverified, as lab tests did not confirm the presence of the virus.

The white paper also cited a study by the US Centers for Disease Control and Prevention (CDC), stating: “A US CDC study revealed that out of 7,389 serological survey samples collected from nine states between December 13, 2019 and January 17, 2020, 106 were SARS-CoV-2 antibody positive. This suggests that the virus existed in the US before the first official case was identified.”
It additionally pointed to an NIH study, asserting that it demonstrated widespread transmission in the US as early as December 2019.
However, the study in question tested 24,079 blood samples collected nationwide between January 2 and March 18, 2020, and found antibodies in only nine samples—data that experts caution does not confirm broad early circulation.

The document also omits mention of a key piece of the early COVID-19 timeline: the first genetic sequences of the virus, which were obtained from samples collected by China’s CDC.
These came from patients at Wuhan Jinyintan Hospital and individuals linked to the Huanan Seafood Market.
The white paper further criticizes the United States’ laboratory safety record, claiming it documented around 1,500 “serious laboratory incidents involving coronaviruses and other highly dangerous pathogens linked to diseases such as SARS, MERS, Ebola, anthrax, smallpox, and avian influenza.”
However, this claim leaves out that nearly all of these incidents were classified as minor—mostly involving broken vials or containment breaches with no lasting impact.
Only 15 cases involved laboratory-acquired infections, and there were three instances where animals became unintentionally infected.
The Chinese government also reiterated its accusation that the United States failed to inform the World Health Organization (WHO) about early signs of an outbreak in a timely manner.

“The US should cease from shifting blame and evading responsibility, stop finding external excuses for its internal malaise, and genuinely reflect on and overhaul its public health policies,” the white paper stated.
