Shocking confession: US border official pleads guilty in disturbing abuse case

In a disturbing breach of trust and authority, a United States Border Patrol agent has admitted to abusing his power by demanding women expose themselves as a condition for entering the country.

This disturbing revelation has rocked communities, raising urgent questions about the integrity of those entrusted with protecting the nation’s borders.

The case has ignited outrage, with calls for swift justice, stricter oversight, and reforms to prevent such violations from ever happening again. But how did this go unnoticed for so long, and what consequences will the agent face?



Shane Millan, a 53-year-old Border Patrol agent, faced the consequences of his actions in federal court, pleading guilty to two misdemeanor counts of deprivation of rights under color of law.

The charges stem from a series of incidents where Millan coerced multiple women into showing him their breasts during what were supposed to be routine virtual processing interviews.

Court records reveal that Millan's reprehensible behavior first came to light around August 10, 2023, when he instructed a woman to expose herself over a webcam, falsely claiming it was a necessary part of her entry search.

This act was not an isolated incident–Millan repeated this violation with three other women on August 25, 2023. His sentencing, set for July 7, could result in up to two years in prison and a fine of up to $200,000.

Further investigation into Millan's conduct uncovered that he had used his government computer to search for Spanish phrases to facilitate his demands.

These phrases, which he used to manipulate his victims, included instructions to lift their bras and shirts, supposedly to check for tattoos or to verify their identities.

He was charged in August 2024 with four misdemeanor counts of deprivation of rights under color of law, as per court records reviewed by USA TODAY.

Court records indicate that Millan admitted guilt to two charges on Friday at the U.S. District Court for the Northern District of New York.

The US Customs and Border Protection has refrained from commenting on the case, citing a policy against discussing ongoing criminal cases or former employees. "As a matter of policy, CBP doesn’t comment on former employees, nor criminal cases that are ongoing."

Prosecutors stated that Millan instructed a woman he was interviewing to expose herself to him over webcam, "purportedly as part of a legitimate search of her person incident to her admission into the United States."



However, they asserted that the search was conducted solely for his own gratification.

According to court records, Millan used his government computer to search for Spanish phrases to facilitate his actions, including:
  • “I will also need you to lift your bra, please.”
  • “Your file says you have tattoos across your chest.”
  • “To verify, I will need you to lift your shirt, please.”
  • “I will indeed need you to lift your shirt and bra also, please.”
  • “Can you lift it higher, please?”
Millan’s attorney was not immediately available to comment on the guilty plea.
