Social Security’s big shift: A game changer or a risk?

Technology is evolving rapidly, and the Social Security Administration (SSA) is making changes to keep up.

A new system is set to transform the way Social Security processes certain aspects of its operations.

The goal is to improve efficiency and accuracy—but what impact will this have on those who depend on these services?


The SSA has introduced the Hearing Recording and Transcriptions (HeaRT) system, an AI-driven software designed to modernize the way hearings are recorded and transcribed.

By replacing outdated hardware with a digital solution, the agency aims to streamline processes, reduce technical disruptions, and enhance accuracy.

The nationwide rollout of the HeaRT system is expected to be fully operational by March 17. The system will be used for all hearing formats, including in-person, telephone, and video hearings.

With this change, the SSA expects to cut costs and improve service for approximately 500,000 customers.



Beyond improving efficiency, the HeaRT system is also expected to save the SSA around $5 million annually.

By reducing reliance on manual transcription and outdated equipment, the agency can reallocate resources to address other pressing issues, such as backlogs.

The AI-powered transcription technology is designed to create more accurate records, which could help ensure due process and expedite case reviews.



While AI brings many benefits, some experts urge caution. Professor Daniel Ho—a member of the National Artificial Intelligence Advisory Committee—said, "Our benefits systems need to be modernized, and AI can play an important role given the challenges of backlogs, inconsistencies, and delays to serve claimants more effectively.”

"But we must also do so mindfully, evaluating the potential for harms and errors. Automated transcription systems, for instance, can still hallucinate, and evaluation and human review will be important safeguards,” he added.

Recognizing this, the SSA has assured that human review and evaluation will remain an essential part of the process.

SSA Acting Commissioner Lee Dudek expressed confidence in the new system, "By eliminating outdated systems and replacing them with innovative software that is proven to work, we are improving our services for Americans and saving millions each year.”

He further emphasized the government's commitment to efficiency, adding, "Good government means finding ways to do better, and implementing the HeaRT system nationwide is a clear demonstration of just that."
